CKC BSL Task Force Meeting
June 10, 2005
The meeting convened at 9:40 and adjourned at 11:45.
The Task Force members were advised by Mr Mauro that the CKC is in the process
of filling two Communications positions. Included in the Communications area,
once the positions are filled, will be a person tasked with being the point
person for BSL, along with his/her other duties. That will give everyone
contacting the CKC with BSL issues a reference point.
Further to the last T. F. meeting Communications is also working on
brochures/documentation that will be available to our members and Clubs and
able to be downloaded from the Website. This information is targeted as
Status Reports on BSL Nationally and on methods to combat BSL at all levels of
government.
A letter was drafted by Kim LeBlanc to be sent, over Mr Mauro's signature, to
the Ontario Opposition Leaders asking for their confirmation that, should they
form the next Government, they will repeal Bill 132.
We discussed BSL status Nationally and Ontario and NB in particular. Dwain
provided an overview of the work to date by the Task Force under the Minister
of Justice, where he sits as a member representing the CKC. The Minister has
stated his intention to have a Bill ready for the Fall sitting of the
Legislature. Existing legislation is being reviewed and responsible ownership
being discussed. Ms King provided an overview of initiatives undertaken by
the Staffordshire Bull Terrier Club of Canada to raise funds for their Club to
respond to the BSL challenge in Ontario.
The CKC position on identification of dogs for BSL purposes was presented by
Joe. The CKC management will respond to a warrant should that be presented,
of course, and will develop a CKC 'position' with respect to breed
identification. This will be circulated to Directors for their use with
members. Now on the website is a clarification of Bill 132.
Staff will explore the applicability of the Calgary By Law to the current
generic By Law that has
been used as a CKC Model to date. If portions of the Calgary By Law are
useful, further discussion will occur with thought to incorporation of those
areas for use by members. An attempt will be made to have this available by
September.
A letter has been sent to AKC outlining the status of Bill 132 and its impact
on dogs. A full page has also been printed in Dog News magazine outlining the
status of Bill 132.
The T.F. discussed the development of a Resource Guide on BSL for use by
members. This Guide would include information on how and when to influence
Municipal and Provincial Governments, a Section on how each Government works
for use by members facing BSL challenges in their areas, a section on draft by
laws, on points to consider in presentations, media strategies, on websites
helpful in formulating responses to BSL, etc.
At the suggestion of an interested CKC member, Mr Len Dooling of
Newfoundland, the T.F. discussed the development of a Provincial NCAC-like
Organizational Model. This will be pursued by our Manager of Communications
at the NCAC meeting scheduled this week. Mr Allinson will circulate the
response received to members of the T.F.
Members discussed Motions for September Board Meeting including sending a
request that the Breeder Relations Committee begin work on the differentiation
of responsible breeders from BYB and Commercial Facilities.
Sonny discussed the formation of a Dog Bite Registry and standardized
reporting. This was seen as a much needed initiative and will be followed up
with NCAC and the Canada Safety Council.
